Staff Services Analyst
DEFINITION
Under general supervision, the Staff Services Analyst will provide a wide range of professional administrative support to the Department. Responsibilities will include training, presentations, report writing, technical support, record keeping, and researching a variety of subjects. The Analyst will conduct special studies, prepare procedures manuals, help in computer related training and troubleshooting, and assist the department in a wide range of other issues.
This position is assigned to the Turlock City Employee Association Bargaining Unit for labor relations purposes and is subject to overtime assignments.
DISTINGUISHING CHARACTERISTICS
The Staff Services Analyst is distinguished from the Staff Services Technician in that the former performs advanced journey level work assignments. The Staff Service Analyst is responsible for the administration of specialized programs and projects in support of or in adjunct to divisional responsibilities. Work is performed with a greater degree of independence than the Staff Services Technician.
ESSENTIAL FUNCTIONS: Duties may include, but are not limited to the following:
- Develop and maintain public education programs relative to special projects or programs of assigned department.
- Develop strategies and ensure implementation of programs or processes to comply with legislative directives.
- Provide technical support to all department users of the database management programs.
- Provide technical support and training on computer software and hardware to insure flow of information and maintenance of specialized data.
- Provide administrative support on special projects to all divisions within the Department.
- Provide courteous and expeditious customer service to the general public and City staff.
- Participate in a variety of special studies; collect and analyze data; develop recommendations; prepare and present reports.
- Attend and represent the City and Department at various meetings.
- Prepare forms and other administrative devices to improve procedures and operations.
- Prepare procedure manuals.
- Perform other duties as assigned.
MINIMUM QUALIFICATIONS
Knowledge of:
- Principles of public administration; record keeping and filing practices; and government practices and requirements.
- Advanced computer skills, including word processing and spreadsheets.
- Data gathering and presentation techniques.
- City Codes and regulations relating to departmental activities.
Ability to:
- Work effectively and maintain good relations with City staff, outside agencies and community groups.
- Follow directions and policies with minimal supervision.
- Actively participate in planning sessions and staff meetings.
- Understand computers and related software.
- Collect and understand data, analyze it objectively, present it clearly and concisely, and prepare logical and accurate reports with conclusions and recommendations.
- Give presentations to various public and private groups on topics related to the departmental services.
EXPERIENCE AND EDUCATION
Any combination of experience and education that would be likely to provide the required knowledge and abilities described belowis qualifying. A typical way to obtain the knowledge and abilities would be:
ExperienceThree years of professional technical and administrative experience developing and administering public or private programs, conducting special studies, and making public presentations with demonstrated proficiency in personal computers and related software.
Education
Equivalent to a Bachelor’s degree from an accredited four-year college or university with a major in Business, Public Administration, science, or any field relating to Public Works activities.
Substitution: Additional progressively reasonable experience performing complex duties of a technical nature may be substituted for up to one year of the required education; however, the incumbent must meet the educational requirement prior to the end of the probationary period.
LICENSE AND CERTIFICATION
Possession of and the ability to maintain an appropriate, valid California Drivers License as a condition of continued employment.
PHYSICAL REQUIREMENTSMaintain the following physical abilities: See well enough to read instructions; read fine print and view computer screens; hear well enough to converse on the telephone and in person; use of hands and finger for use of computer keyboard, filing, writing and answering telephones; capable of clear speech; able to lift and carry objects weighing up to 40 pounds; climb stairs and ladders; stamina to work long hours and attend night meetings.
